Policija (полиция) je centralna agencija za
provođenje zakona u Ruskoj Federaciji i nalazi se pod upravom
Ministarstva unutarnjihn poslova. Policija je uspostavljena 2011. godine
i tada zamjenjuje dotadašnju miliciju. Policija postupa po Zakonu o
policiji ("Закон о полиции") koji je bio usvojen od Savezne skupštine i
propisan kao zakon 07.03.2011. godine od strane Predsjednika Ruske
Federacije Dmitrija Medvedeva. |

The police (полиция, politsiya) is the central
law enforcement body in Russian Federation, operating under the Ministry
of Internal Affairs. It was established in 2011 replacing the militia
the former police service. The police operates according to the Law on
police (Закон "о полиции"), which has been approved by the Federal
Assembly and subsequently signed into law on February 7, 2011 by
President of Russian Federation Dmitry Medvedev. |

U
Saint Petersburgu se 07.07.1718. godine ukazom Cara Petra Velikog
osnivaju policijske snage kao glavna državna policija. Na njenom čelu
je, kao prvi Polizmeister postavljen Anton de Vieira. 19. 01. 1722.
godine Vladajući senat osniva i Moskovsku policiju. 1866. godine se
osniva i detektivski odjel, pod upravom Ministarstva unutarnjih poslova,
a 1907. slične odjele osnivaju i u ostalim većim gradovima Ruskog
Carstva, uključujući Moskvu, Kijev, Rigu, Odessu, Tiflis, Baku i
Rostov-na-Donu. Carska policija je raspuštena 10.03.1917., a 17.04.1917.
odlukom Privremene Vlade uspostavljena je Narodna Milicija kao nova
institucija za provođenje zakona. |

The police in Saint Petersburg was established as the Main Police on
June 7, 1718 by decree from Peter the Great. Anton de Vieira was
appointed as the first General Polizmeister. On January 19, 1722 the
Governing Senate established the Moscow Police. The Detective Department
was founded in 1866 operating under the Police Department of MVD, and by
1907 similar departments were created in other major cities of the
Russian Empire, including Moscow, Kiev, Riga, Odessa, Tiflis, Baku and
Rostov-on-Don. The Police of Russian Empire was dissolved on March 10,
1917, and on April 17 the Provisional Government established the
People's Militia (Militsiya) as a new law enforcement body. |

The “winged sword” as the emblem of the SOBR and OMON appeared in 2012
during the reform of the Ministry of Internal Affairs. A sword with
wings symbolizes the speed of action in the fight against criminals and
terrorists. But unlike the “combat unit” of the internal troops, the
sword was not very popular among the soldiers of the SOBR and OMON.
Before the appearance of the “sword”, the “Unit” also served as a symbol
of some special forces units of the Ministry of Internal Affairs.

A fist with a machine gun was a symbol of Special Forces units and
subunits of internal troops. In the slang of fighters, it is called a
"combat unit." "Unit" symbolizes the ability of Special Forces to fight
the enemy, not only with firearms, but also in hand-to-hand combat. The
symbol first appeared in the late 1980s with the special unit “Vityaz”.
Later, the “combat unit” passed to the chevrons of other units and
Special Forces of the internal troops. There was a "combat unit" even on
the combat banners of the special forces of the EOD units. |

The Ministry of the Interior of the Russian Federation (MOI, Russian:
Министерство внутренних дел, МВД, Ministerstvo
Vnutrennikh Del, MVD) is the interior ministry of Russia. Its
predecessor was founded in 1802 by Alexander I in Imperial Russia. The
Ministry is headquartered in Moscow. The current Minister of Internal
Affairs is Lieutenant-General of Police Vladimir Kolokoltsev, who was
the Moscow Police Commissioner between 2009 and 2012. |
