Ustav
Istočnog Timora navodi da je predsjednik vrhovni zapovjednik obrambenih
snaga i da ima ovlasti imenovati zapovjednika i načelnika štba F-FDTL-a.
Vijeće ministara i nacionalni parlament odgovorni su za financiranje F-FDTL-a
i utvrđivanje politike koja se odnosi na sigurnost Istočnog Timora. Malo
ministarstvo obrane (koje je 2007. preimenovano u Ministarstvo obrane i
sigurnosti) osnovano je 2002. kako bi osiguralo civilni nadzor nad F-FDTL-om.

F-FDTL je organiziran u štab, kopnenu komponentu, pomorsku komponentu i
zračnu komponentu. Godine 2011. F-FDTL imao je odobrenu snagu od 1500
redovnog osoblja i 1500 rezervnih vojnika. Nije dosegla ove ukupne
brojke jer je nedostatak sredstava spriječio formiranje rezervne
komponente, a dva redovna bataljona vojske nisu bia dovoljna. Iako su
sve osoblje F-FDTL-a u početku bili veterani FALINTIL-a, sastav snaga se
s vremenom promijenio i malo je vojnika iz pobune ostalo od 2005. godine
zbog uskog starosnog zahtjeva snaga.

The constitution of East Timor states that the president is the supreme
commander of the defence force and has the power to appoint the F-FDTL's
commander and chief of staff. The Council of Ministers and National
Parliament are responsible for funding the F-FDTL and setting policy
relating to East Timor's security. A small ministry of defence (which
was renamed the Ministry of Defence and Security in 2007) was
established in 2002 to provide civilian oversight of the F-FDTL.

The F-FDTL is organised into a headquarters, a land component, a naval
component and an air component. In 2011 F-FDTL had an authorised
strength of 1,500 regular personnel and 1,500 reservists. It had not
reached these totals as funding shortfalls prevented the reserve
component from being formed and the Army's two regular battalions were
under-strength. While all the F-FDTL's personnel were initially FALINTIL
veterans the force's composition has changed over time and few soldiers
from the insurgency remained as of 2005 due to the force's narrow age
requirement. The military ranks of the F-FDTL are
similar to the military ranks of the Portuguese Armed Forces. |

Oružane snage za nacionalno oslobođenje Istočnog Timora (portugalski:
Forças Armadas da Libertação Nacional de Timor-Leste, Falintil) izvorno
su započele kao vojno krilo stranke Fretilin iz Istočnog Timora. Osnovan
je 20. 08. 1975. kao odgovor na Fretilinov politički sukob s Timorskom
demokratskom unijom (UDT). Dana 01. 02. 2001. Falintil je službeno
raspušten, samo da bi gotovo odmah ponovno uskrsnuo kao službena oružana
snaga nove nezavisne zemlje. Ruak je postao prvi zapovjednik F-FDTL-a i
preuzeo čin brigadnog generala. Veterani Falintila čine značajan dio
članstva "političko-kriminalnih" oružanih grupa koje djeluju u Istočnom
Timoru, kao što su Sagrada Familia, CPD-RDTL i Colimau 2000. |

The Armed Forces for the National Liberation of East Timor (Portuguese:
Forças Armadas da Libertação Nacional de Timor-Leste, Falintil)
originally began as the military wing of the Fretilin party of East
Timor. It was established on 20 August 1975 in response to Fretilin's
political conflict with the Timorese Democratic Union (UDT). On 1
February 2001 Falintil was officially dissolved, only to be almost
immediately resurrected as the official armed force of the newly
independent country. Ruak became the first Commander of the F-FDTL and
assumed the rank of brigadier general. Falintil veterans make up a
significant portion of the membership of the "politico-criminal" armed
groups operating in East Timor, such as Sagrada Familia, CPD-RDTL, and
Colimau 2000. |
