The Ministry of Internal Affairs of the Republic of Serbia performs the internal affairs of the state administration. Internal affairs are tasks of the state administration established by law, performed by the Ministry, and the performance of which ensures and improves the security of citizens and property, provides support for the rule of law, and ensures the exercise of rights established by the Constitution and law.

      Ministarstvo unutrašnjih poslova Republike Srbije obavlja poslove državne uprave u skladu sa Ustavom Republike Srbije i zakonima koji reguliraju oblasti rada ministarstva. Nadležnosti Ministarstva uređuje veliki broj zakona, od kojih su najvažniji Zakon o policiji, Zakon o javnom redu i miru, Zakon o javnom okupljanju, Zakon o bezbednosti saobraćaja na putevima, Zakon o oružju i municiji, i dr.

      The Ministry of Internal Affairs of the Republic of Serbia performs state administration tasks in accordance with the Constitution of the Republic of Serbia and the laws that regulate the ministry's areas of work. The competences of the Ministry are governed by a large number of laws, the most important of which are the Law on Police, the Law on Public Order and Peace, the Law on Public Gatherings, the Law on Road Traffic Safety, the Law on Weapons and Ammunition, etc.

      Službena značka policijskih službenika može biti izrađena u zlatno-žutoj i u srebrno-sivoj boji. Službenu značku izrađenu u zlatno-žutoj boji nose ministar unutrašnjih poslova i policijski službenici u statusu ovlašćenog službenog lica sa činom generala policije.

      Službena značka ministra unutrašnjih poslova sastoji se od zlatnog štita sa devet vertikala različite visine, simetrično postavljenih, lente u plavoj boji sa natpisom: „MINISTARSTVO UNUTRAŠNJIH POSLOVA” u zlatnoj boji, malog centralnog štita u čijem središtu je lociran kružni prsten u plavoj boji koji obavija Mali grb Republike Srbije sa tekstom u zlatnoj boji: „REPUBLIKA SRBIJA”, malih zastava Republike Srbije sa leve i desne strane centralnog štita, plave lente sa natpisom: „MINISTAR” u zlatnoj boji i sistema linija (zrakova) koji centralno polaze od Malog grba Republike Srbije i pripadaju centralnom štitu.

Article 6

      The official badge of police officers can be made in gold-yellow and silver-gray colors. The official badge made in golden-yellow color is worn by the Minister of Internal Affairs and police officers in the status of an authorized official with the rank of police general.

The official badge of the Minister of the Interior consists of a golden shield with nine verticals of different heights, symmetrically placed, a blue ribbon with the inscription: "MINISTRY OF INTERIOR AFFAIRS" in gold, a small central shield in the center of which is located a circular ring in blue surrounding the small coat of arms of the Republic of Serbia with the text in gold: "REPUBLIKA SERBIA", small flags of the Republic of Serbia on the left and right sides of the central shield, blue ribbons with with the inscription: "MINISTAR" in golden color and a system of lines (rays) that centrally start from the Small Coat of Arms of the Republic of Serbia and belong to the central shield.

      Zakonom o policiji iz 2016. godine poslovi koje obavlja MUP Republike Srbije razdvojeni su na policijske poslove koje obavlja Direkcija policije, i ostale poslove iz djelokruga ministarstva koje obavljaju sektori. Ministarstvo unutrašnjih poslova Republike Srbije se sastoji od šest sektora (Sektor za analitiku, telekomunikacije i informacione tehnologije, Sektor za ljudske resurse, Sektor za međunarodnu saradnju, evropske poslove i planiranje, Sektor unutrašnje kontrole, Sektor za vanredne situacije i Sektor za materijalno-finansijske poslove), Direkcije policije, Sekretarijata i Kabineta ministra.

      According to the Law on Police from 2016, the tasks performed by the Ministry of Internal Affairs of the Republic of Serbia are separated into police tasks performed by the Directorate of Police, and other tasks within the scope of the ministry performed by sectors. The Ministry of Internal Affairs of the Republic of Serbia consists of six sectors (Sector for Analytics, Telecommunications and Information Technology; Sector for Human Resources; Sector for International Cooperation, European Affairs and Planning; Sector for Internal Control; Sector for Emergency Situations and Sector for Material and Financial Affairs), Directorate of Police, Secretariat and Cabinet of the Minister.

SECTOR for ANALYTICS, TELECOMMUNICATIONS AND INFORMATION TECHNOLOGY

SEKTOR ZA ANALITIKU, TELEKOMUNIKACIJE I INFORMACIONE TEHNOLOGIJE

      Sektor za informaciono-komunikacione tehnologije (SIKT) osigurava uvjete za funkcioniranje Direkcije policije i ostalih organizacionih jedinica Ministarstva, koji se odnose na organiziranje, razvoj i eksploataciju integriranog informacionog sistema Ministarstva, kao i na planiranje, izgradnju, nadzor i korištenje telekomunikacijskih sistema i sistema kriptozaštite. Odgovoran je za funkcionalnost, održivost i ekonomičnost telekomunikacijske i računske mreže, komutacionog, telefonskog i sistema video-nadzora, kao i tehničku zaštitu Ministarstva. Bavi se instalacijom, konfiguracijom i održavanjem serverskih operativnih sistema, sistema za upravlјanje bazama podataka, aplikativnih servera i ostalog sistemskog softvera.

      Sektor za informaciono-komunikacione tehnologije u svom sastavu ima:

     Upravu za informacione tehnologije podjeljenu na Odjel za serversku infrastrukturu, Odjel za razvoj, Odjel za informacionu sigurnost, Odjel za elektronsko poslovanje i Centar za reagiranje na napade na informacijski sistem (CERT).

     Upravu za telekomunikacije koja u svom sastavu ima: Odjel za telekomunikacijsku mrežu, Odjel za radio komunikacije i Odjel za sisteme video nadzora i tehničke zaštite.

     Upravu za personalizaciju dokumenata i podršku informaciono-telekomunikacijskim sistemima koja se sastoji od Odjela za personalizaciju identifikacijskih dokumenata i Odjela za operativno-planske poslove.

      The Information and Communication Technologies Sector (ICT) ensures the conditions for the functioning of the Police Directorate and other organizational units of the Ministry, which relate to the organization, development and exploitation of the Ministry's integrated information system, as well as the planning, construction, supervision and use of telecommunications and crypto-protection systems. He is responsible for the functionality, sustainability and economy of the telecommunications and computing network, switching, telephone and video surveillance systems, as well as the technical protection of the Ministry. It deals with the installation, configuration and maintenance of server operating systems, database management systems, application servers and other system software.

       The sector for information and communication technologies has:

      Information Technology Administration: Server Infrastructure Department, Development Department, Information Security Department, Electronic Business Department and Information System Attack Response Center (CERT).

      The Directorate for Telecommunications is composed of: Departments for Telecommunications Network, Department for Radio Communications and Department for Video Surveillance and Technical Protection Systems.

      The Directorate for personalization of documents and support for information and telecommunication systems consists of the Department for personalization of identification documents and the Department for operational and planning affairs.

      The Logistics Sector is comprised of: the Budget and Finance Directorate, the Material Affairs Directorate, the General Affairs Directorate, the Human Resources Directorate and the Police Training Directorate.

      The Directorate for Budget and Finance consists of: Department for Accounting Affairs, Department for Budget Planning, Analysis and Reporting; Department for calculation of wages and other personal income, Department for warehouse operations and control of asset movement and Department for project management.

SECTOR FOR INTERNATIONAL COOPERATION  SEKTOR ZA MEĐUNARODNU SURADNJU

      Sektor za međunarodnu saradnju, evropske poslove i planiranje nadležan je za planiranje i organizovanje procesa evropskih integracija, postavljanje pravaca i ciljeva u prioritetnim oblastima rada Ministarstva unutrašnjih poslova u celini i poslovima evropskih integracija. Radi na planiranju i upravljanju projektima finansiranih iz fondova Evropske unije i drugih međunarodnih izvora. Sektor sprovodi različite projekte u saradnji sa drugim državama (bilateralni projekti), EU (IPA projekti), međunarodnim organizacijama (misija OEBS u Republici Srbiji, UN, Evropska komisija, Međunarodna organizacija za migracije itd.).

      The Department for International Cooperation, European Affairs and Planning is responsible for planning and organizing the European integration process, setting directions and goals in the priority areas of the Ministry of Internal Affairs as a whole and European integration affairs. Department works on the planning and management of projects financed from the funds of the European Union and other international sources. The sector implements various projects in cooperation with other countries (bilateral projects), the EU (IPA projects), international organizations (OSCE mission in the Republic of Serbia, UN, European Commission, International Organization for Migration, etc.).

MINISTR'Y NEGOTATION TEAM  PREGOVARAČKI TIM MINISTARSTVA

      Ovaj tim je formiran 30.11.2004. godine kao oblik nenasilnog rešavanja krizne situacije. Nacionalni pregovarački tim MUP-a (Преговарачки тим Министарства) sastavljen je od policajaca raznih specijalnosti, a mobilizira se u kriznim situacijama. Tim se angažira u slučajevima talačkih situacija, pobuna u zatvorima, zaposjedanja objekata, pretnji samoubistvom i ubistvom, pretnji policiji ili trećim licima oružjem ili eksplozivnim sredstvima. Pregovarački tim zaslužan je za spašavanje više od 200 ljudi, od toga je 150 odvraćeno od samoubistva.

      Tim za pregovore čini oko 80 policajaca iz različitih jedinica. Sa svojih redovnih poslova stižu u posebnu grupu koju formiraju kada dođe do krizne situacije. Članovi pregovaračkog tima su stalno angažirani na raznim policijskim poslovima, a stacionirani su u Beogradu, Novom Sadu, Nišu, Kragujevcu i Kraljevu. Usavršavali su se u londonskoj Metropoliten policiji, američkom Federalnom istražnom birou, francuskoj specijalnoj jedinici "Raid", minhenskoj policiji...

      Na čelu tima je koordinator, koji je glavni organizator i koji odlučuje u kojem pravcu će teći pregovori, a u ekipi su još prvi pregovarač, drugi pregovarač, dokumentarista i psiholog, a prema potrebi uključuju se i drugi stručnjaci. Po policijskoj proceduri, prvi pregovarač direktno razgovara sa osobom koja se želi ubiti, drži taoce, ili predstavlja prijetnju po bilo koga. Pomoćnik prvog pregovarača mu asistira i brine i o njegovoj sigurnosti dok dokumentarista prikuplja neophodne informacije i vodi računa o svemu što se dešava u pregovaračkoj sobi, ili na terenu.

      This team was formed on November 30, 2004. as a form of non-violent resolution of the crisis situation. The National Negotiation Team of the MUP (Преговарачки тим Министарства) is made up of police officers from various specialties, and is mobilized in crisis situations. The team is engaged in cases of hostage situations, riots in prisons, possession of buildings, threats of suicide and murder, threats to the police or third parties with weapons or explosives. The negotiation team is responsible for saving more than 200 people, of which 150 were prevented from committing suicide.

      The negotiation team consists of about 80 police officers from different units. From their regular jobs, they arrive in a special group that they form when a crisis situation arises. Members of the negotiation team are constantly engaged in various police tasks, and are stationed in Belgrade, Novi Sad, Niš, Kragujevac and Kraljevo. They trained in the London Metropolitan Police, the American Federal Bureau of Investigation, the French special unit "RAID", the Munich police...

      The team is headed by a coordinator, who is the main organizer and who decides in which direction the negotiations will proceed, and the team also includes the first negotiator, second negotiator, documentarian and psychologist, and other experts are also involved if necessary. According to police procedure, the first negotiator talks directly to a person who wants to kill himself, is holding hostages, or is a threat to anyone. The first negotiator's assistant assists him and takes care of his safety, while the documentarian collects the necessary information and takes care of everything that happens in the negotiation room, or on the field.
