Snage Nacionalne policije su odgovorne za provođenje zakona i održavanje
reda uglavnom u gradovima te nekim posebnim lokacijama, kao što su
aerodoromi (gdje usko surađuju sa carinicima (Gümrük
Muhafaza)). Prometne policija je zadužena za sigurnost prometa
kao i za registraciju vozila. Nacionalana policija ima i izuzetno važnu
ulogu u obavještajnim i protuterorističkim operacijama. Najviša komanda
nacionalne policije "Generalni direktorat sigurnosti" (Emniyet
Genel Müdürlüğü) je smještena u Ankari. Svaki distrikt ima svoj
Direktorat (İl Emiyet Müdürlüğü). Organizaciono,
policija je centralizirana i ima hijerarhiju sličnu onoj u Turkim
oružanim snagama. |

The police force is responsible for law enforcement in cities and some
exceptional locations, such as airports, which they protect with the
help of the customs office (Turkish: Gümrük Muhafaza).
Traffic Police ensure the safety of transportation and also work with
registration of vehicles. The Turkish Police also play a big part in
important intelligence and counter-terrorist operations. The high
command of the Turkish Police, situated in Ankara, is called the General
Directorate of Security (Emniyet Genel Müdürlüğü).
Every district also hosts a District Directorate (İl
Emiyet Müdürlüğü). The organization has a centralized hierarchy
similar to that of the Turkish Armed Forces. |

Organizaciono nacionalna policija "ide" od Centrale organizacije,
Provincijskih organizacija, 81 policijskog provincijskog direktorata,
751 policijske stanice (unutar ovih 81 direktorata), 22 direktorata
granične policije, 18 policjskih stanica u Slobodnim zonama te 834
policijske stanice. Općenito, zadaci policije su: osiguranje javnog reda
i mira, osiguranje sigurnosti osoba i imovine, otkrivanje i privođenje
(te dostava dokaznih materijala) sudskim tjelima kao i ostale zadaće
određene zakonom. Političke zadaće Nacionalne policije su osiguranje

The General Directorate of Security (Emniyet
Genel Müdürlüğü) in the provinces, operates under the command of
governors (vali) and district governors (kaymakam).
Civil administrators (mülki amir) are responsible
for the security and wellbeing of towns and districts. The Turkish
national Police operates within the network of the civil administration
system and carries out its duties under the command and control of the
civil authority. Town governors and heads of district administrations
supervise the force. |

The TNP is organised as follows: Central organisation, Provincial
organisation, 81 Directorates of Provincial Police, 751 Police
Directorates of Towns affiliated to Provinces, 22 Border Gates Police
Directorates, 18 Free-Zone police stations and 834 police stations in 81
Provinces. In general, the police’s responsibility are to: provide
public peace and order, provide security of persons and properties,
detect, arrest and transfer both offenders and case evidence to the
appropriate judicial bodies, perform duties apart from the
administrative such as judicial assigned by laws, regulations and
government acts and prevent crime in order to protect public safety and
order. The TNP also has political duties such as the protection of the
integrity of the state and the preservation of constitutional order.
Furthermore, the TNP has administrative functions, including preventive,
protective and assistance duties. |

Turski policajci nose uniforme i kape mornaričko plave boje. Službena
vozila su jedinstvene plavo bijele boje sa ispisanim Polisi na vratima i
haubi. Inspektori i viši činovi nose oznake sa zvjezdicama srebrne boje,
dok se zvjezdice zlatne boje koriste za najviše činove. Među poznatijim
policijskim jedinicama su Motoristi (Yunsular = Delfini), Interventna
policija (Çevik Kuvvet) te "Oklopnjaci". |
All Turkish police officers wear navy-blue uniforms and caps. Patrol
cars can be identified by their unique blue-white design and the writing
“Polis” on the side doors and hood. Superintendents and inspectors wear
silver stars rank on their shoulders. Highest-ranking officers wear gold
stars. Some well-known police units in Turkey are: Yunuslar (Motorcycle
Units, English: Dolphins), Çevik Kuvvet (English: Agile Force) who
handle difficult cases like demonstrations with the help of K-9 units
and “Panzer”s, |

Özel Harekat, (English: Special Operations) is the special response unit
of the Department (quite like the American SAWT or the German GSG9).
This unit uses automatic and special weapons and rapid deployment
tactics for exceptional circumstances, such as counter-terrorist
operations, bank robberies, kidnappings, hostage rescues, etc. |

Žandarmerija (Jandarma) je vojna organizacija za
provođenje reda i zakona. Obučavani su i opremani od strane vojske, ali
rade pod upravom Ministarstva unutarnjih poslova. Komanda Žandarmerije (Jandarma
Genel Komutanlığı) je smještena u Anakari. Zone odgovornosti
Žandarmerije su uglavnom izvan gradova, pogotovo u regijama u kojima je
mala naseljenost stanovništva, a odvija se puno kriminalnih aktivnosti,
kao što je to slučaj sa jugoistočnom Anatolijom, gdje se svakodnevno
izvode teroristički akti. I većina turističkih mjesta je pod njihovom
jurisdikcijom, jer prosječni broj stanovnika nije dovoljan da bi bili
pod običnom policijom. Žandarmeirija ima i svoju prometnu policiju (Jandarma
Trafik) sličnu onoj Nacionalne policije, samo što su ovi
raspoređeni po autoputevima i cestama izvan gradova, nešto slično
američkim highway patrolama. |
Žandarmerijska uniforma je, uobičajeno, sastavljena od tamno zelenih
hlača te svjetlozelene košulje, sa posebnim crveno-plavim oznakama na
reverima. Ali Žandarm je i svaki pripadnik vojske sa takvim oznakama,
bez obzira na boju uniforme. |

The Gendarmerie (Jandarma) are military forces of
law enforcement. They are trained and supplied by the army but they
assume duties under the Minister of Interior. Their organization and
duties are quite similar to those of the French Gendarmerie or Italian
Carabinieri. The Gendarmerie Command (Jandarma Genel
Komutanlığı) is based in Ankara. Their area of jurisdiction is
outside city centres, mostly in the country where population density are
low and crime rates are especially high (this is even more true for the
Southeastern Anatolia Region, where terrorist acts are committed every
day in and out of towns). Most tourist sites are also areas of
Jandarma’s jurisdiction because their average population throughout the
year are not high enough to fall under the police departments. The
Turkish Gendarmerie engages in counter-terrorist operations in the
southeast of Turkey. The Gendarmerie also have an independent
organization for Traffic Control (Jandarma Trafik)
similar to that of the police, but they take shifts outside the cities;
similar to the American highway police. |
In Turkey, Gendarmes can generally be spotted wearing dark green
trousers and light green shirts, with special red-and-blue markings on
their collars. But any army officer with the same markings no matter
which uniform they are in is a Gendarme. |
