FEDERAL STATES POLICE  POLICIJE SAVEZNIH DRŽAVA Landespolizei

      Landespolizei, državne policije su glavne policijske organizacije u Njemačkoj. Svaka od njih je pod direktnom jurisdikcijom svoje države. Počeci sežu u 19. vijek kada su razne kneževine imale svoje vlastite policije, od kojih su najveće bile Pruska tajna policija i Bavarska policija. Nakon ujedinjenja 1871. god. pod Ottom vov Bismarckom, ove agencije postaju državne policije. Nacistička Njemačka ukida samostalnost državnih i gradskih policija i sve ih centralizira u Ordnungspolizei (od 1936.-1945.). Poslije Drugog svjetskog rata u Njemačkoj je bio pravi kaos. Pljačke, prevare, masovna seljenja ljudi su dosegli takav nivo da se vojna policija više nije mogla nositi s time, pa su zapadni saveznici u svojim okupacijskim zonama ubrzo dozvolili osnivanje policijskih organizacija, uglavnom po uzoru na one u njihovim matičnim zemljama, što znači, decentralizacija, demilitarizacija i demokratizacija policije. U istočnom djeu, pod Sovjetima se osniva jedinstvena policijska snaga Volkspolizei (narodna policija), koja prestaje postojati 1990., nakon ponovnog ujedinjenja.

 

      The Landespolizei (English: State police) are the main police forces in Germany. They are under the sole jurisdiction, funded and operated by the German states. The Landespolizei can trace its origins to 19th century Germany when the various prinicipalities maintained their own police forces, the two largest of which were the Prussian secret police and the Bavarian State Police. When Germany united into a single country in 1871, under Otto von Bismarck, these police agencies became Landespolizei forces. In Nazi Germany, all state and city forces were absorbed into the Ordnungspolizei which existed from 1936 to 1945. After WWII, massive numbers of refugees and displaced persons, hunger and poverty characterised everyday life in Germany. Attacks by armed gangs, robbery, looting and black-marketing were commonplace and the military police could not cope with this troubling security situation. So each of the Western Allies quickly permitted the formation of civilian police forces in Western Germany under terms that reflected their own police structures and traditions. In all three Western zones, the emphasis was to decentralise, demilitarise and democratise the police. Some restrictions were lifted as Cold War tensions grew and certain police functions necessitated central rather than local direction. The Landespolizei became the police force for the federal states in the West. East Germany created a unified national force in the form of the Volkspolizei. This was disbanded upon the reunification of Germany in 1990.

      Berlinska policija (Der Polizeipräsident in Berlin ili uobičajeno Berliner Polizei) je policija države-grada Berlina. Na čelu te policijske organizacije je President, a njegov zamjenik ima titulu Vizeprezident. Podršku u upravljanju im pružaju uprava te šefovi šest lokalnih distrikta, te tri šefa posebnih odjela (Krim policije, centralnog servisa i jedinice za centralne zadatke).

      Berlinska policija je podijeljena u šest lokalnih direkcija, od kojih je svaka zadužena za jedan do tri berlinska distrikta. Policijske snage broje 16.500 policajaca u uniformi ili civilu i 2.000 security-a, čuvara zatvora i drugih sličnih službi. Tu je i 2.800 administrativaca, uključujući upravne i kancelarijske činovnike, tehničko osoblje, specijaliste raznih struka te oko 1.500 ljudi na obuci (pripravnika i pitomaca).

      The Berlin Police (Der Polizeipräsident in Berlin or commonly Berliner Polizei) is the German Landespolizei force for the city-state of Berlin. The Berlin Police is headed by the Police President and his deputy is Police Vice-President. They are supported in the management of the force by the Staff Office of the Police President, the Commanders of the six Local Divisions, the Division for Central Tasks, the Criminal Investigation Department and the Central Services Division.

      Berlin Police is divided into 6 local directorates (Direktion). Each local directorate is responsible for one to three Berliner districts. There are 16,500 police officers in uniform and plain-clothes, 2,000 security guards, prison-officers and staff in other law-enforcement related areas, 2,800 administrative staff, including management and clerical staff, technical staff and scientists of various disciplines and 1,500 apprentices and trainees.

      Berlinska rezervna policija je ukinuta 2002. godine i to iz političkih razloga. Nakon izbora za gradski parlament, najveći broj glasova dobiva Socijalno-demokratska partija, bivšeg njemačkog kancelara i bivšeg berlinskog gradonačelnika Willy Brandt-a. Kako nisu imali dovoljno glasova da sami osnuju gradsku vladu, koalirali su sa PDS-om Strankom demokratskog socijalizma (bivša istočnonjemačka komunistička stranka). Ta stranka ima "na zubu" policiju, a pogotovo rezervnu policiju (isključivo dobrovoljci) jer su njeni pripadnici uglavnom glasali za konzervativne stranke, tako da je jedan od prvih aktova nove gradske vlade bio da raspusti izuzetno uspješnu berlinsku rezervnu policiju. Sada traje politička borba bivših pripadnika ove službe za ponovno uspostavljanje dobrovoljne rezervne policije.

      The Berlin Auxiliary Police Service was abolished in 2002 due to political circumstances. After a vote for a new town parliament, Berlin got a new government. Leading party became the Social Democratic Party, well known as the party of the former town mayor of Berlin and chancellor of the Federal Republic of Germany - Willy Brandt. They need a coalition partner. So they made this coalition with the former east German  communists party (now known as PDS – “Party for Democratic Socialism”). This party has its problems with security, the Police and especially with the Police Volunteers because most volunteers vote for conservative politicians and not for an only renamed party of the former GDR regime. One of the first acts of the new government was to abolish the successful Volunteer Police Service. But many of the former Police Volunteers are fighting on the political stage for its “come back”.

 

BADEN-WÜRTTENBERG POLICE  POLICIJA BADEN-WÜRTTENBERGA

 
      Policija Baden-Württemberga broji oko 25000 policajaca i oko 7000 civilnih službenika. Podijeljeni su u četiri regije (Landespolizeidirektionen in BW) sa sjedištima u Karlsruhe-u, Stuttgart-u, Freiburgu and Tübingenu. Uz njih postoji i zasebna policija u Stuttgartu. Reformama iz 2005. godine decentralizirane su i podređene su lokalnim vlastima, (Regierungspräsidium). Policija na vodi i na autoputevima su ovom reformom također podređene lokalnim vlastima. 2007. godine vlada je odlućila da policija Baden-Württemberga takođe promjeni boju uniformi i vozila u plavo (usklađivanje izgleda unutar EU-a). Da bi smanjili troškove tu će promjenu izvršiti u periodu od 2009. do 2011. godine.

      Baden-Württemberg Police numbers approx. 25,000 police officers and 7,000 civilian employees. The four regional police authorities (Landespolizeidirektionen in BW) are headquartered in Karlsruhe, Stuttgart, Freiburg and Tübingen. There is also a separate police authority for the city of Stuttgart. Following a police reform in 2005, the regional police authorities are now part of the regional government authorities (Regierungspräsidium). The autobahn and river police stations were reorganized from separate authorities and integrated into the local police departments. In 2007, the state government decided that the Baden-Württemberg Police will also change to blue uniforms and patrol vehicles. The uniform change-over will occur between 2009 and 2011 to minimize the cost of the conversion.

      The Bavarian State Police (Bayerische Polizei) has approximately 32,000 officers and roughly 5,600 civilian employees and is one of the biggest police forces in Germany. Bavaria reorganised its police structure between 2005 and 2008 to reduce bureaucracy, changing from a four-tier hierarchy (Interior Ministry, Regional Police Authority, Police Department, Police Station) to three levels (Interior Ministry, new Regional Police Authority, Police Station). The seven Polizeipräsidien in Würcburg, Bayreuth, Regensburg, Nurenberg, Augsburg, Munich and Oberbayern (HQ in Munich) gave way to the 10 new areas and the Polizeidirektionen disappeared. The reorganisation required the rewiring of all police radio and emergency notification networks which are not located only at each regional police authority.

HAMBURG POLICE   HAMBURŠKA POLICIJA

 

      Policija Hamburga (Hamburger Polizei or Polizei Hamburg) je policijska snaga grada-države Hamburga. Korjeni ove policijske organizacije Polizei-Behörde, sežu do 1814. godine. Ministar države Hamburg (Senator für Inneres) nadgleda rad policije koja u svom sastavu ima avijaciju, policiju na vodi, lučku, saobraćajnu te krim policiju. Šef policije nosi titulu Polizeipräsident. Policija Hamburga sastoji se od Zentraldirektion (glavni urd) te uniformirane policije (Schutzpolizei) raspoređene u nekoliko gradskih regiona Zapad, Istok i Jug, u policijskim stanicama (Polizeikommissariate [PK]), Državnom uredu krim policije Landeskriminalamt, Policije na vodi (Wasserschutzpolizei) koja nadzire promet u luci Hamburg, Interventne policije (Landesbereitschaftspolizei direktan prevod spremna policija), prometne policije (Verkehrsdirektion), i nekoliko administrativnih ureda. Postoje i dvije policijske škole, jedna za „običnu“ policiju, a druga za policiju na vodi. Ova škola služi i za obuku policajaca iz svih drugih država Njemačke koje imaju jedinice policije na vodi. Hamburški policijski koledž (Hochschule der Polizei Hamburg) omogućuje stjecanje magistarskih diploma za više policijske službenike i civilno osoblje na polju sigurnosti. Hamburška policija ima i svoj vlastiti muzej koji je počeo sa sakupljanjem eksponata daleke 1893. godine!

      The Hamburg Police (Hamburger Polizei or Polizei Hamburg) is the force for the city-state of Hamburg. A precursor to the agency, the Polizei-Behörde, has existed since 1814. The State Minister for the Interior (Senator für Inneres) oversees the Hamburg Police, which consists of aviation, water, road and port patrols, and crime investigation. The city of Hamburg is served by police stations (Polizeikommissariate) of the Uniformed Police (Schutzpolizei). Head of police is Polizeipräsident. The Polizei Hamburg consists of the Zentraldirektion (head office) of the uniformed police (Schutzpolizei) with its regions City / West, East, and South, and their police stations (Polizeikommissariate [PK]), the Landeskriminalamt (lit. state criminal police office), the Wasserschutzpolizei (Water Police) controlling traffic in the port of Hamburg, the Landesbereitschaftspolizei (lit. stand-by or readiness police), the Traffic Office (Verkehrsdirektion), and several other administrative offices. Schools for the Hamburg police are the state police school and the school for the water police. The the water police school is also the central educational institution for all German state water police units. The Police College Hamburg (Hochschule der Polizei Hamburg) offers a bachelor's degree for police officers of higher ranking and security managers. Hamburg Police has THEIR own museum. The collection started in 1893.

 

HESSEN POLICE   HESENSKA POLICIJA

 

     Državna policija Hesena ima otprilike 17.000 policajaca i oko 2.000 civilnih službenika. Raspoređeni su u sedam regionalnih direkcija u Kasselu (Nordhessen), Giessenu (Mittelhessen), Fuldi (Osthessen), Frankfurtu, Wiesbadenu (Westhessen), Offenbahu na Maini (Südosthessen) i Darmstadtu (Südhessen). Nakon reforme policije 2001. g. sve su regionalne direkcije podređene državnom ministru unutrašnjih poslova Hessena. Državni policijski komesar je „politički“ postavljen i za razliku od drugih saveznih država može biti i policajac. U Hessenu postoji „dualitet“, što znači da ako je šef policajac, onda njegov zamjenk mora biti civil i obratno. Uobičajeno je da civil ima pravnu naobrazbu. Druga „inovacija“ u Hessenu je ukidanje „zelenih zvjezdica“, nižih činova, tako da policajci počinju raditi sa činom komesara. Time su željeli policijski posao učinili privlačnijim i povećali šanse za napredovanje. U Hessenu postoje policijske škole na nekoliko nivoa, direktno podređene hesenskom državnom policijskom komesaru. 2005. godine odlučeno je da se u dvije godine zamijene stare uniforme plavima te prebojaju sva policijska vozila, što je i učinjeno.

      Hesse State Police numbers approx. 17,000 police officers and 2,000 civilian employees. The seven regional police authorities are headquartered in Kassel (Nordhessen), Giessen (Mittelhessen), Fulda (Osthessen), Frankfurt, Wiesbaden (Westhessen), Offenbah am Main (Südosthessen) and Darmstadt (Südhessen). Following a police reform in 2001, the regional police authorities are now directly subordinate to the Interior Ministry. The State Police Commissioner’s post became a “political” appointment and one to which police officers can be appointed (unlike in the other states). For the state and regional police commissioners and their respective deputies, Hessen has a policy of “duality” meaning that if the top official is a police officer, the deputy will be a public administrator (usually ex-law grad) or vice versa. Another Hessen innovation is the abolition of the “green star” ranks meaning Hessen’s police officers start to work the road as Kommissars. This is aimed at making the police profession more attractive and improving promotion chances.

      Hessen is also one of the Länder that does not train its cadets through the Bepos but has its own department at the state College of Public Administration and a professional development school, both directly responsible to the state police commissioner. In 2005, Hessen state government decided to change to blue police uniforms and adopt blue livery for police vehicles. The conversion to blue uniforms should be complete by the end of 2007.
